Main Purpose of Job

The Database Specialist I designs, develops, implements, and maintains data structures for the Behavioral Health Administration (BHA).  Assists in the preparation of data files and data products in support of the BHA.  The purpose of this position is to coordinate and integrate all data information related to BHA 's core business practices for the purpose of day-to-day operations, evaluation, and performance measurement. This position will perform data-related activities and analyses, to provide information and support on relevant system-level issues to internal and external behavioral health stakeholders.   This position is a part of the BHA IT/Data unit and works with others to gather data warehousing and analysis requirements in order to design, develop, and administer databases for BHA. The Database Specialist I position develops and analyzes high-level queries and reports in order to effectively inform decision and policy makers.  This position is tasked with working within large behavioral health data sets (PBHS, ESSENCE, VSA), querying data, returning data reports, and providing data infographics when necessary. This position typically works independently on assigned projects, but may also be part of a team assigned to an advanced project.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems.

Experience: None.

Notes: 1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience in data analysis. The desired candidate should also have experience in the following:

  • developing queries using Microsoft SQL/SPSS databases, Microsoft SQL Server 2012 or later and Access 2010 or later
  • creating data reports
  • implementing Extraction, Transformation and Loading (ETL) procedures
  • performing data integrity and validation
  • providing end-to-end customer service for data report development, validation and data analysis
  • experience with G Suite (i.e., creating/modifying Google forms) and high complex functions of Excel

SPECIAL REQUIREMENTS

Employees in this classification may be on call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.
