Main Purpose of Job
The State of Maryland Workers' Compensation Commission seeks a creative and energetic Microsoft SQL Server Database Administrator (DBA). The DBA is a key member of the WCC IT team of app developers, system and data architects, business analysts, network administrators, and technical support staff. The IT team delivers end to end technology solutions and support for WCC’s employees, injured workers, insurers, employers, attorneys, health care professionals, government partners, and the public at large.
This position offers a unique career building opportunity for the DBA to participate in WCC's Enterprise Modernization (EM) project, a complete business process and technology refresh. Currently underway, the EM project uses upward trending low code/no code digital transformation tools to build flexible and extensible business apps, data, and decision support intelligence.
The DBA uses Microsoft SQL Server technical expertise to set up and maintain database servers, write sql queries and stored procedures, and as the base for continuing skills and career development in data technologies. Our ideal candidate has a strong customer service focus and enjoys forging strong business and technology team partnerships. Your ability to apply skills in related technologies such as Microsoft Windows administration, network administration, or app development/scripting and your flexibility to take on a variety of assignments is highly desirable.
POSITION DUTIES
Install, configure, and maintain latest version Microsoft SQL server instances, databases, and related systems; create, and update data definitions and structures using SQL Server Management Studio (SSMS) and using t-sql query scripting; define and implement data designs and structures based on workload, continuity, security requirements and best practices
Monitor Production SQL Server database instances health and performance; configure and use automated monitoring tools to proactively identify problem issues
Troubleshoot and repair SQL Server database related problem issues; notify and keep stakeholders and customers informed on issues affecting production systems availability
Create sql queries, procedures, packages, and reports for standalone use and for data layer of WCC’s business apps
Produce required system and user documentation for projects and tasks; create testing and training plans for WCC technical staff and end-users; use WCC’s configuration management and change control systems
Learn and provide escalation level support for WCC’s SQL database dependent business apps
Apply DBA skills to data related assignments for the WCC Enterprise Modernization (EM) project; train on process and data modeling, and low code/no code app products used in the EM project
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems.
Experience: One year of experience designing, developing, implementing, maintaining and controlling database management systems for computers.
Notes:
1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.
2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.
3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
The following is a required qualification.
Candidates MUST possess the following:
At least nine (9) months' experience administering databases, developing sql queries and stored procedures and providing technical support for Microsoft SQL Server 2016 (or newer) instances running on Microsoft Windows Server in an Active Directory domain environment
--OR---
At least three (3) months’ experience administering databases, developing sql queries and stored procedures and providing technical support for Microsoft SQL Server 2016 (or newer) instances AND at least eight (8) months’ experience administering databases, developing sql queries and stored procedures and providing technical support for Microsoft SQL Server 2008 R2 (or newer) instances running on Microsoft Windows Server in an Active Directory domain environment
DESIRED OR PREFERRED QUALIFICATIONS
Experience with SQL Server backup and recovery
Experience administering SQL Server in a virtualized environment
Working knowledge of SQL Server Integration Services (SSIS)
Experience troubleshooting SQL Server errors and performance issues
Working knowledge of database security categorization, encryption techniques, and best practices
Effective oral and written communications skills including the ability to develop clearly written, understandable and complete project/user documentation in English.
Any experience with process and data modeling or other tasks using low-code/no-code process automation solutions such as Bizagi Studio, OutSystems, Appian, Pega or Mendix is a plus
SPECIAL REQUIREMENTS
Employee may occasionally be required to be on-call or asked to work outside of normal work hours for production emergencies or planned upgrades.
Employee may be occasionally required to drive to Agency regional site locations and must have a valid Driver's License.
