Main Purpose of Job

The main purpose of this position is to manage the Developmental Disabilities Administration's (DDA) database that is utilized to administer the service program provided.  This database includes client demographic, eligibly and service information, as well as approved budget and payment information. 

The Developmental Disabilities Administration manages data within the Provider Consumer Information System (PCIS2) using an Oracle database software package. The system utilizes a Web-based user application to accommodate multiple user types, both in and out of the local area network. It is used to administer provider claims and payments, manage consumer eligibility and access information, track quality measurements, and to perform statistical data analysis. In addition to performing routine query assignments, this position plans, directs and administers all aspects of the system. It is responsible for managing ongoing development and maintenance of the current system and to make recommendations for enhancement or replacement systems in the future.

MINIMUM QUALIFICATIONS

Bachelor’s degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in data base management systems, preferably Oracle, and three years experience designing, developing, implementing, maintaining & controlling data base management systems. 

Thirty credit hours (30) from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other technology-related field to include course work in data base management systems may be substituted for the required education. 

One additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using third generation or other generally accepted computer programming languages or maintaining and modifying operating systems for multipurpose, multi-tasking computers may be substituted for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have experience analyzing and managing data within an Oracle software package as well as the ability to perform database administration in order to optimize the performance of the system.  Additional experience developing Java web-based user applications will prove beneficial as the administration utilized this technology.  Supervisory and project management oversight of these functions is desired.
