Main Purpose of Job

The IT Systems Technical Specialist position in the Office of Research and Evaluation will perform a dual function as an IT System Technical Specialist who will be responsible for providing data independently for certain sections of Data Resource Guide. The IT Systems Technical Specialist will apply IT skills toward creating management reports, ad hoc and regular reports and conducts data checks, data analysis for DJS and external customers. Primary reports include Data Resource Guide, Recidivism Studies, Management for Results and Performance Template. The incumbent ensures the accuracy of work in terms of data entries, analysis and preparation of reports.

POSITION DUTIES

The IT Systems Technical Specialist is responsible for ad hoc report development, management report development and general ongoing/regular report creation and will work closely with internal and external customers to develop and finalize reports that will meet the specific needs of the report customer and be accurate and meaningful.  Regular report creation for DJS includes, but are not limited to: DJS Data Resource Guide (Annual), Performance Template, Audit spreadsheets, Managing for Results budget performance measure document and GOC Out of home placement Tracking data and Report (Annual).  The incumbent will develop and write/use queries to retrieve data from multiple database systems, including the DJS ASSIST information system, the SMART case management system.  The position duties will include but are not limited to merging and managing data sets from internal and external data sources, developing reports including tables, charts, graphs and descriptive data summaries, conducting data analysis of trends, outcomes, statistical validity and significance of resulting reports.  Work involves the use of a combination of software packages such as Seagate Crystal, ACCESS, EXCEL, Visual Basic or SQL queries. The highly desired candidate will possess advanced experience with SQ or PL/SQL or possess Oracle Certified Professional DBM certification.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology.

Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education.

 2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education.

 3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

• Eight years of years of experience with SQL or PL/SQL

• Five years of advanced ACCESS and EXCEL experience

• Five years experience with Crystal Seagate

• Master of Arts in Computer Information Technology or Management Information Systems

• Possession of an Oracle Certified Professional DBA certification
