Introduction
The Department of Information Technology (DoIT) was created by
2008 legislation in an effort to consolidate state agency information
technology functions and policies into one department; elevating the department
to one that reports directly to the Governor.
In
addition to its larger statewide role, the Department of Information Technology
manages Information Technology and Telecommunication services within the agency
itself and provides support to state agencies, the Executive Office of the
Governor, the Governor’s coordinating offices, and a variety of independent
agencies within the Executive Branch.

Main Purpose of Job
The Department of Information Technology (DoIT) provides vital
technology solutions that allow the Executive Branch, State Agencies and
Coordinating Offices to provide Marylanders with services that enable them to
live and work more safely, efficiently and productively.
This
position is located within the Geospatial Services Team, a team responsible for
improving government efficiencies, reducing government costs and lowering risk
to the Executive Branch, State Agencies and Coordinating Offices, through
collective investment in and through effective application of geospatial data
and systems and reaching beyond government by making data publicly available to
the fullest extent possible in consideration of privacy and security.
This
position is responsible for the maintenance and operations of the GIS shared
services platform, MD iMAP and to include oversight and resource coordination
of GIS utilization by agencies. To ensure geospatial systems policies,
procedures and standards are being applied and followed. This position
interacts with agencies, seeks opportunities for collaboration with MD iMAP and
leads system integration efforts. The responsibilities of this position include
documentation of system requirements in a format that can be conveyed to the
systems engineers for implementation within the MD iMAP platform. This position
is responsible for solutions development and implementation and monitoring of
delivered solutions.
MINIMUM QUALIFICATIONS
Education: Bachelor’s
degree from an accredited college or university in Computer Science, Computer
Information Technology, Management Information Systems or other information
technology-related field to include coursework in application, communication, database
or operating systems software technology.
Experience: Three years
of experience designing, developing, testing, implementing and maintaining
application, communication, database or operating systems software.
Notes:
1. Graduation from an
accredited high school or possession of a high school equivalency certificate
and thirty credit hours from an accredited college or university in Computer
Science, Computer Technology, Management Information Systems or other
information technology-related field to include coursework in application,
communication, database or operating systems software technology may be
substituted for the required education.
2. Graduation from
an accredited high school or possession of a high school equivalency
certificate and one additional year of experience designing, developing,
testing, implementing and maintaining application, communication, database or
operating systems software may be substituted for the required education.
3. Experience
operating computer systems; or scheduling, controlling input and output to
process data on computer systems; or evaluating, implementing and maintaining
computer hardware and software; or converting data from project specifications
by developing program code using generally accepted computer programming
languages may be substituted for high school education on a year- for-year
basis.
4. Candidates may substitute U.S. Armed Forces
military service experience as a commissioned officer in the Computer Systems
Operations classifications or Computer Systems Operations specialty codes in
the Information Technology field of work on a year-for-year basis for the
required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Desired Qualifications:
Three (3) years experience installing and maintaining an
Esri ArcGIS Enterprise/Server environment version 10.5 or greater; system
administration, troubleshooting, compliance management, etc.
Two (2) years experience using GIS related programming
languages (e.g. Python, JavaScript, HTML5, etc.)
Two (2) years experience using GIS related ETL tools (e.g.
Safe Software FME)
Familiarity with open source geospatial products (e.g.
QGIS, PostgreSQL).
