The Department of Information Technology (DoIT) provides vital technology solutions that allow the Executive Branch, State Agencies and Coordinating Offices to provide Marylanders with services that enable them to live and work more safely, efficiently and productively.

Main Purpose of Job
The Business Intelligence (BI) Team is one of the teams responsible for applying and safeguarding the state's most valuable asset, data, for the purpose of improving government efficiencies, reducing government costs and lowering risk of Executive Branch, State Agencies and Coordinating Offices, to better serve the citizens of Maryland.
This position is responsible for:
The maintenance and operations of the Business Intelligence shared services platform, including the open data platform, Socrata and the data visualization platform, Qlik and ThoughtSpot,
Interacting with state agencies, evaluating existing workflows and data, conducting needs assessments and provide recommendations to support the development of data solutions that support an agency's business needs,
Overseeing multiple phases of the development lifecycle to include planning, development, design, testing and deployment,
Data analysis, documentation, training and outreach.
This position requires excellent analytical skills, communication and writing skills and attention to detail.
Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology.
Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.
1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education.
2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education.
3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Our preferred candidate will have:
Three (3) years of experience installing and maintaining a cloud-based business intelligence and analytics platform (e.g. Qlik, ThoughtSpot, Microsoft Power BI, Socrata); system administration, troubleshooting, compliance management, etc.
Three (3) years of experience building visualizations using data management and analytics platforms (e.g. Qlik, ThoughtSpot, Power BI, Socrata).
Two (2) years of experience using extract, transform, load (ETL) tools/platforms (e.g. Safe Software FME, Microsoft SSIS, Informatica).
Familiarity with open data products and solutions (e.g. Socrata, Esri).
