OPD has a centralized Information Technology headquarters office located in Anne Arundel County and numerous field locations to include local OPD offices, courthouses, local detention centers and mental health hospitals.  The Information Technology Division provides department-wide technology planning, acquisition, policies, connectivity, and support for a broad portfolio of infrastructure and applications operating in an enterprise caliber environment.

Main Purpose of Job

The Director of Applications oversees a functional unit within the Information Technology Division of the Office of the Public Defender (OPD) that manages a broad portfolio of software applications that support Agency operations.  The Director of Applications will provide senior management and oversight of the technology application support team within the OPD Information Technology Division.

The incumbent within this position must possess the vision, technical expertise, and knowledge of the principles and practices of application management, development and support to manage a portfolio of specialized software applications, including software development lifecycle best practices for internally or externally developed applications which operate in a high-availability environment used by agency staff state-wide.  Additional skills the ideal candidate will possess include a demonstrated history in proven leadership, solid judgement and decision making, requirements gathering and analysis, and strategic and critical thinking.

Essential job functions the incumbent within this position will complete include providing technical assistance and advice to the Chief Information Officer, overseeing the implementation and ongoing functionality enhancements of major software solutions and implementation strategy, prioritizing and overseeing the execution of application projects and initiatives, and leading and managing the application support team, and engaging with OPD application stakeholders on a recurring basis. The incumbent will establish and oversee the relationships with third-party technology software and application development providers, including performance management, issue escalation and resolution, and service level management.  The incumbent also serves as a point of escalation for application incidents and requests.

MINIMUM QUALIFICATIONS

Education: 

·         Possession of a Bachelor’s degree from an accredited college or university in an information technology, business or management field. 

Experience:

·         Six years of information technology experience focused on enterprise applications, four years of which were at a management or supervisory level operating in a similar application-oriented discipline. 

·         Prior experience with managing a large-scale enterprise system(s) that supports multiple business processes (i.e. ERP, CRM, etc.).  

Note:  Additional information technology experience will substitute on a year for year basis for the bachelor’s degree.  A related master’s degree will also substitute for one year of the general experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

·         Working knowledge of software development lifecycle best practices and related management tools.

·         Demonstrated experience with interfacing with business leaders to gather, synthesize, and analyze functional requirements.

·         Strong familiarity with modern application integration concepts and frameworks.

·         Strong familiarity with information management concepts pertaining to data modeling, reporting, and business analytics.

·         Demonstrated experience with managing internal or external software development teams.

·         Experience with a legal case management system would be considered a plus.
