Main Purpose of Job

This position functions as a technical expert for the Statewide Personnel System (SPS) and other Human Resource (HR) systems, including Workday, JobAps and The HUB by working with functional evaluation teams and committees to execute HR systems implementation and system re-design requirements.  The SPS systems such as Workday, JobAps, and The Hub are agency and statewide systems housed on large client/server type interactions delivered through cloud-based platforms. This position coordinates SPS/HRIS operations and provides technical assistance and guidance to the 30 local offices and headquarters administrations, including the Family Investment Administration, Social Services Administration, Child Support Enforcement Administration and other Operational Divisions. System support could be to HR staff, executive staff, and employees or to public customers. The incumbent in this position performs DHS specific system documentation; develops and implements supplemental training for DHS HR systems as needed and provides personnel system based reports for HR and executive staff.

POSITION DUTIES

Learns to provide technical and operational assistance as an HRIS expert in personnel systems, i.e., such as JobAps, Workday, The HUB and other DHS Personnel IT systems to HRDT staff, Local HR staff, and DHS employees and/or to public customers.  Learns to research, analyze and resolve problems and issues related to DHS personnel systems malfunctions.  Learns to advise end users on systems malfunction and provide appropriate corrective actions. Learns to review error codes or messages related to system malfunctions and determines appropriate corrective actions, depending on the type of personnel transaction. Learns to track trends and issue resolution and recommend system enhancements and modifications to DHS management and DBM/DoIT HRIS administrators.

Learns to assist and serve as the SPS/HRIS security officer by evaluating requests for DHS HR systems, and approving required security levels for DHS HR staff and DHS management staff including security representatives for HR systems and coordinates on-boarding and separation reporting to DHS IT and financial systems for appropriate financial and system access termination.  Learns to maintain accurate and up to date security records for HR systems, evaluate HRDT and HRIS security procedures so that they adhere to all applicable local, state and federal rules and regulations. Learns to analyze and determine the impact of system enhancements and modifications on productivity in terms of quality and accuracy of products. Maintains accurate and up to date security records for HR systems.

Learns to assist and evaluate HR reporting needs for HRDT and local HR staff.  Learns to develop and implement HR reporting schedules with agency HR representatives and executive staff, including but not limited to, on-boarding, off-boarding, PIA requests, systems security, budget requests, legislative requests and quality assurance reporting. Learns to develop and implement HR related tasks for HR systems such as reports, certified lists, and creation of recruitment planners, Sharepoint data updates, and time and leave collection; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Human Resources Management, Public Administration, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two years of experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted for the required education.  

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate will possess:

1. One year of experience processing and tracking personnel transactions in an HR environment.

2. One year of experience with statewide systems or experience supporting large IT Systems.

3. One year of experience in Workday, JobAps, Peoplesoft, Unicru, and/or similar related HR system software.

4. One year of experience using Microsoft Office Suite and Google Suite.

5. Strong written and oral communication skills.

6. Ability to prioritize and multi-task effectively.

7. Strong time management and problem-solving skills.
