MDH/Executive Direction, Vital Statistics Administration, Baltimore, Maryland 

Main Purpose of Job

This position will assist in the collection and production of vital statistics data files for the State of Maryland. This position will also assist in the planning, organizing and production of data products, including birth, death and fetal death data files, in support of the State of Maryland and various state and federal agencies, such as the Vital Statistics Administration (VSA) and other units of the department.

In addition, this position will coordinate and support methods for the enhancement of user efficiencies in the system applications, in order to ensure that data products produced by the VSA's system applications are timely, complete and accurate.

Finally, this position will provide assistance with the development and implementation of the Electronic Vital Records Registration System (EVRRS), along with the training of users on the reporting functionality of the system.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology, or other related field(s), with specific coursework in the structure and use of automated information systems.

Experience: One year of experience providing problem analysis and ongoing user support; coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers, or large client server platforms.

Notes:

1. Graduation from an accredited high school, or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support; coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms, may be substituted for the required education.

2. Experience responding to, and resolving, help desk calls from users of computers or operating computer equipment, for the purpose of data entry, word processing, spreadsheet, graphics, database, or other applications, may be substituted, on a year-for-year basis, for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The desired candidate should have strong attention to detail and experience working with large data sets. He/she should also have experience with SAS or SPSS, as well as substantial knowledge and experience with all Microsoft Office software (i.e. Access, Word, Excel).      

In addition, the desired candidate should have experience working with confidential information, along with an understanding of the requirements for keeping data secure.
