Main Purpose of Job

This position supports the automated Child Support Enforcement System (CSES) web-based application using server technology of the subsidiary applications of the Client Information System (CIS) for the Maryland Department of Human Services, Office of Technology for Human Services. The incumbent in this position possesses an in-depth knowledge of the Child Support Program to include: governing Federal regulations, State laws, policies and procedures established by DHS/Child Support Administration (CSA). Works with technical staff to define system functional requirements based on the business needs of CSA to provide Level II Help-Desk support to the end-users of CSES. Conducts the User Testing (UAT) phase of the System Development Life Cycle (SDLC) for modifications and enhancements made to the CSES automated system. Provides functional requirements analysis, problem analysis/on-going user support, and functionality training for end-users of CSES. Participates in the design, development, UAT, and day-to-day operations of CSES. Provides corrective actions to system deficiencies concerns, and clarifies system functionalities.

POSITION DUTIES

Reviews conceptual and detailed design documents, system/unit test plans, and other deliverables created by the Technical Programmer Analyst. Provides design specifications regarding software modifications, enhancements, or corrections. Provides level of testing effort, impact to system performance, and proposed design specifications. Meets the needs of the end-users at DHS central and local offices. Creates UAT test plan documents using a variety of reference materials to include: the aforementioned design documents, deliverables, and internal reference materials. Works with local end-users in testing new and/or enhanced software prior to migration for the CSES Production Region. Conducts UAT for software modifications in a separate CSES testing region. Ensures that the software works as designed and that the software modifications do not detrimentally impact any other functionality or processes within CSES. Analyzes the results of testing and documents problems and/or issues encountered during testing. Elevates problems/issues to the unit supervisor and technical development staff for timely corrective action. Monitors Technical Programmer Analysts corrective actions and completes regression testing.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: One year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.  

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred

qualification(s). Include clear and specific information on your application regarding the qualifications.  The ideal candidate will possess the following:

1. One year of experience with UAT and CSES operating systems and data communication software.

2. One year of experience creating reports using CSES application.

3. One year of experience with Level II Help Desk, generating query reports, migrating software and maintaining internal systems.

4. One year of experience using Microsoft Office and Google Suite.

5. One year of experience in Agile environment, and/or waterfall environment.

EXAMINATION PROCESS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
