Main Purpose of Job

The main purpose of this position is to plan, direct, perform, coordinate and evaluate METERS/NCIC audits of computerized records and develop quality assurance programs for all statewide METERS/NCIC programs. The position provides liaison with criminal justice agencies to ensure the information entered into the METERS/NCIC system is the highest quality possible. In addition, the position performs off-line searches to assist law enforcement with investigations, provides training and recommends disciplinary action when necessary against METERS/NCIC clients.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

 Experience: One year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

 Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

 2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

 

CN1 Certification

3 years of METERS/NCIC experience

Have knowledge of the NCIC manuals

Willing to travel statewide with occasional overnight stays

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.


Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates will be subject to an initial drug screen and a complete criminal background investigation to include a polygraph examination before appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants will be subject to an interview, background investigation, and polygraph examination.
