Introduction

The Department of Information Technology was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

Striving to provide the highest level of customer service to its internal and external customers, the Department of Information Technology supports Maryland’s agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross agency collaboration and advocating best practices for operations and project management.

Main Purpose of Job

This position is located within the Financial Application Systems (FAS) Team, a team that supports more than 48,000 customers using statewide finance, procurement and human resources applications. This team provides ready access to current, complete and consistent information through application functionality to facilitate effective management of statewide administrative processes and allow Maryland's policy makers and agency managers to make informed business decisions.

The main purpose of this position is to serve as the statewide initial contact for assistance and problem resolution for DoIT's Financial Application Systems. With assistance from the Lead Functional Analyst, this position is responsible for on-going user support, analysis, problem resolution, documentation, training, and migration control. This position will gain knowledge in DoIT's Financial Application Systems and in the general business/accounting practices of the state, which will enable them to better analyze user requests and maintain implementation schedules.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

 Experience: One year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

 2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

FMIS experience - both ADPICS and R*STARS


Governmental Accounting experience


Training experience
