Main Purpose of Job

This position functions as an IT Functional Analyst Lead for the Human Resource Development and Training (HRDT) within the Department of Human Services (DHS). The incumbent in this position will function as the lead worker and a technical expert for the Statewide Personnel System (SPS) and other HR (Human Resource) systems including Workday, JobAps, and The HUB. This position works with various functional evaluation teams and committees to execute HR systems implementation and system re-design requirements; assigns work to lower level IT Functional Analysts; coordinates SPS/HRIS operations and provides technical assistance and guidance to 30 local offices and headquarters administrations including the Family Investment Administration, Social Services Administration, Child Support Enforcement Administration and other Operational Divisions; performs DHS specific system documentation; develops and implements supplemental training for DHS HR systems as needed; and provides personnel system based reports for HR and executive staff.

POSITION DUTIES

Trains, assigns, reviews and approves the work of lower level System Support Analysts; reviews GNav Pro Software for Help Desk call monitoring to ensure that Help Desk calls are being efficiently and effectively routed; provides advice and guidance to lower-level IT Functional Analysts on the resolution of complex problems; provides technical and operational assistance as an HRIS expert in personnel systems such as: JobAps, Workday, The HUB and other DHS Personnel IT systems to HRDT staff, Local HR staff, DHS employees and to public customers; advises end users on systems malfunction and provides appropriate corrective actions; reviews error codes or messages related to system malfunctions and determines appropriate corrective actions depending on the type of personnel transaction; evaluates HR reporting needs for HRDT and local HR staff; develops and implements HR reporting schedules with agency HR representatives and executive staff; reviews existing HR policies and procedures and develops new streamlined practices that integrate new personnel systems and old manual processes; works with HRDT management to develop digital content for training needs in The HUB and on the Knowledge Base; plans and implements group and one on one trainings for DHS staff on the functionality of automated and complex HR application systems; meets with HRDT and Local personnel staff to determine training needs and creates training materials and documentation; works with HRDT Training Unit to deliver personnel related training; and performs all other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience running SPS Workday reports to maintain data accuracy.

Six months of experience creating and maintaining Supervisory Organizations in Workday.

Six months of experience with resetting network passwords and unlocking user accounts in Active Directory.

Six months of experience using SPS The Hub and/or JobAps.

One year of experience using Microsoft Office Suite Excel to create spreadsheets.
