Main Purpose of Job

This position provides technical evaluation assistance and database management in order for the Maryland Department of Health (MDH) staff to provide oversight of eligibility determinations and other actions performed by the units within MDH, staff at the Department of Human Services and the Local Health Departments (LHD) in accordance with the Maryland Medical Assistance eligibility policies and procedures. This position will also lead by assigning, reviewing, and approving the work and training lower-level IT Functional Analysts. This position will support project activity to ensure compliance with State and Federal regulations and ensure the delivery of timely, compliant and useable technical packages and files so that staff and other agencies can easily use the files to accomplish the objective. This position will provide support and critical information on system standards and design, operational procedures and State and federal regulations to MDH, DHS, LHD and other staff. This position will also develop and recommend practical and effective solutions to system challenges, including managing and transforming Excel data files from multiple sources into Access-based files that relate to an SQL server.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes: 

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.  

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have:

- knowledge of the functions and capabilities of Excel files, Microsoft Access-based databases, SQL, server components and queries

- experience in providing data analysis for large data sets to determine change over time and identify cases handled timely and accurately

- experience in using Excel for data analysis, in Microsoft Access for screen design and usage and in SQL server for the file upload, running queries and exporting data
