POSITION DUTIES

This position is to coordinate, review, reconcile, administer, and manage all phases of an intricate and complex fiscal/clerical work operation which includes sections dealing with Payroll, Accounts Payable, Accounts Receivable, Accounting Adjustments, General ledger reconciliation, Corporate credit card and Auditing. Responds to inquiries from agency fiscal staff, agency management, vendors and the general public related to the status of financial records. This position directs the preparation of trial balances, periodic and special reports for use by management and for inclusion in fiscal year close-out. Functions as the travel coordinator for the Department, approving and releasing payrolls to authorize payment from Central Payroll.

Updates and maintains accounting journal entries, ledgers and other records detailing financial business transactions (e.g. disbursements, expense vouchers, receipts, and accounts payable). Reviews and release transactions keyed in FMIS.

Review and approve all invoices, MDA's accounts Receivables invoices for accuracy and releasing it to FMIS (RSTAR).

Submits delinquent invoices to the central collection unit for collection.

Uses Workday for payroll.

Plans, coordinates and direct para-professionals and fiscal clerk staff and review work flow to balance among subordinates.

Knowledgeable in all area of travel and provides answers to departmental personnel concerning guidelines and procedures for State travel.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience supervising the review, verification, recording, adjusting and balancing of financial transactions.

Notes:

1. Additional experience calculating and recording financial, statistical or other numerical data may be substituted on a year for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1 year of experience using FMIS.
