POSITION DUTIES

The main purpose of this position is to ensure that payments to Foster Care, Adoptions, Subsidized Guardianship and Public Providers are processed in accordance with COMAR, SSA Policies, Federal Guidelines and Department of Human Services (DHS) established rates and budget. This position is also responsible for correcting any discrepancies or payment issues that result in overpayments to the providers through Agency errors or inadvertent provider error. It is also the responsibility of this position to anticipate and resolve issues through detailed research for external and internal customers through the use of data emanating from Maryland Children's Electronic Social Services Information Exchange System (MD CHESSIE) and other control systems within the Agency. At all times the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department.

Performs assorted unit administrative duties to include, but not limited to: Breakdown timekeeping reports and distribute; process verification of employment and retirement forms for employees as needed, and filing/mailing; reviews and organizes documents to calculate exceptions for posting, such as shifts, overtime, and acting capacity retroactive adjustments; computes adjustments for reclasses, promotions, accrued annual leave, accrued compensatory leave, computes accident pay adjustments when necessary; computes adjustments for donated leave from the leave bank and/or employee donations.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate will possess:

One year of experience managing a program budget.

One year of experience working in a Finance Division/Payroll Unit reviewing, verifying, adjusting and auditing salary and wage entries. 

One year of supervisory experience.

One year of experience processing verification of employment and retirement forms.
