LOCATION OF POSITION
POSITION DUTIES
This position coordinates, supervises, and reports the unique and complex accounting records for the Employee Benefits Division (EBD) under the Office of Personnel Services and Benefits (OPSB), Department of Budget and Management (DBM). The Employee Benefits Division oversees the accounting, budgeting and auditing functions of the State's $1.5 Billion non-budgeted Employees and Retirees Health Insurance Programs. This position is responsible for supervising and overseeing the completion of all accounting work for 13 health insurance programs. This position reports directly to the Director of Fiscal Services for EBD and is responsible for managing and supervising all accounting personnel in the performance of accounting functions both internal and external related to payments, receipts, procedures, records, R*Stars and ADPICS transactions and documentation. The desired candidate will have a strong attention to detail, strong Accounting background, excellent communications skills and the ability to assess data, support and maintain findings. Strong interpersonal capability, with demonstrated leadership skills.
This is a management service position that serves at the pleasure of the appointing authority.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles and budgetary techniques.
Notes:
1. Candidates may substitute experience in Fund Accounting, Financial Reporting, and/or Budget Analysis on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Proficiency in Excel (Pivot Table Macros and Advanced Formulas)
Experience in Budget Preparation & Analysis
Experience in overseeing Accounts Receivable & Accounts Payable
Experience in Year End Closing
