LOCATION OF POSITION
POSITION DUTIES
Directly supervises professional fiscal staff to include
Accountants, Agency Budget Specialists, Financial Compliance Auditors or Internal
Auditors or manages such staff through subordinate supervisors;
Develops,
implements and manages new and revised fiscal policies, procedures and
standards;
Develops,
implements and maintains effective internal controls to insure the accuracy and
reliability of fiscal records and to protect fiscal resources from fraud and
waste;
Implements
and maintains performance standards and reviews and evaluates fiscal
activities, records and reports to determine if they provide a basis for making
sound fiscal judgments and if program objectives are being met;
Prepares,
analyzes and interprets financial, statistical and narrative reports of fiscal
services, activities and projects;
Meets
with upper-level management, State and federal officials, representatives of
financial institutions, auditors and vendors to discuss and resolve fiscal
issues;
Supplies
information for the departmental budget and financial plan;
Reviews
legislative audit reports and reports by outside auditors, develops audit
responses and implements corrective action plans;
Maintains
a working knowledge of the latest developments in automated fiscal systems;
May
direct and coordinate the activities of staff engaged in budgeting, accounting
and auditing for a secretariat level department or independent agency;
May
administer a specialized fiscal program involving commercial enterprises,
revenue bonds, independent investments or financial analysis of private
corporations;
May
oversee the professional development and technical training of fiscal staff;
May
participate in major contract negotiations by reviewing financial segments of
specifications, analyzing bid proposals and recommending for final selections
from a fiscal perspective;
May
represent the agency before federal or State officials, outside financial
institutions and control agencies to provide information, coordinate joint
projects, meet funding requirements and comply with legal mandates;
May
contact similar fiscal organizations in other agencies or other states to
formulate standards for the authorized exchange of records and information;
Performs
other related duties.
