Introduction
This is a Management Service position and serves at the pleasure of the Appointing Authority.
This is a position specific recruitment for the Maryland Department of Natural Resources, Finance and Administrative Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
The Department of Natural Resources (DNR), Finance and Administrative Services (FAS) is currently accepting applications for a Fiscal Services Administrator V.
DNR is seeking an enthusiastic individual to serve as the Deputy Director of FAS. The Deputy will be responsible for the oversight of FAS' day-to-day operations. In this role, the incumbent will supervise Procurement (services, commodities and vehicles), Accounts Payable, Fleet Management, Mailroom operations, Facilities Management, General Accounting (to include Treasury Management, Cash Receipts, Invoicing, Data Entry, Account Reconciliations, and Accounts Receivable), Operating and Capital Budget execution, Fixed Asset Controls and Federal Grant Accounting.
The incumbent will work closely with the Director of FAS to ensure that the fiscal operations of DNR are in compliance with Statewide fiscal and budgetary policy, Procurement regulations, COMAR and DNR internal policies. This position will also be responsible for providing excellent customer service to executive staff, unit directors and unit fiscal staff in a fast-paced environment. The selected candidate will also need to multi-task in a deadline-oriented environment.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration or closely related field.
Experience: Seven years of experience examining, analyzing and interpreting accounting systems, records and reports within a Finance Office. Four years of the experience must have involved supervision of other employees.
Notes:
1. Candidates may substitute an additional four years of general accounting experience for the required education.
2. Applicants who have met the requirements for admission to the CPA prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or Master’s degree in Accounting from an accredited college or university may be substituted for the required general accounting experience on a year for year basis.
SELECTIVE QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
Diverse knowledge of the operations of a Finance office
Experience using the Statewide Accounting System applications, R*STARS and ADPICS
Experience in reviewing departmental procurements
Possession of a CPA license
