Our responsibilities include oversight of the Maryland State Library for the Blind and Physically Handicapped; Maryland's Public Libraries; the State Library Network; the Library Capital Grants Programs; and the Deaf Culture Digital Library.

Main Purpose of Job

This position provides fiscal and budgetary support for the Finance Office of the Maryland State Library Agency. The position assists the Finance and Support Services Administrator to ensure the effective and efficient functioning of the agency's fiscal functions in accordance with applicable laws, rules, regulations, policies and procedures through the implementation, review, maintenance, evaluation and reconciliation of agency fiscal policies and procedures. Primary duties include procurement and contract management, including interagency agreements, accounts payable, inventory, grants and assistance with audits. Other duties may include budget preparation, including journal entries and allocations, budget projections and management, procurement, payment schedules, expense reports and general services. This position directs the work of Management Associates, Administrative Officers and related staff and is also responsible for assisting with the fiscal management of the Agency's federal fund program.

POSITION DUTIES

Procurement and contract management, including inter-agency agreements. Assist in developing and reviewing procurement and contract management policies, procedures, and workflow.

Lead the procurement process to ensure the agency follows State policy and procedures; continuously seeks best practices to improve efficiency and effectiveness.

Review contract tracking sheet to ensure the information is complete and accurate.

Monitor the due dates to ensure the agency meets all procurement and contract deadlines.

Review all purchase orders in FMIS; prepare bids, contracts, and files for vendors required.

Keep Finance and Support Services Administrator updated on progress on a daily basis.

Review invoices, expense reimbursements, and credit card reconciliation to ensure the information is accurate and properly reviewed and approved.

Review the information entered into FMIS to ensure the data entry is complete and accurate and properly supported.

Maintain and review the invoice tracking sheet to ensure timely processing of all invoices and expense reimbursements, and inform the Finance and Support Service Administrator of any delay.

Review transmittal package to ensure the documents are complete and organized in an orderly fashion and ready to be delivered to the General Accounting Division (GAD) for payment processing.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

Experience with procurement and contract management

Experience reviewing financial statements and audit reports

Experience using Maryland's Financial Management Information System (FMIS)
