Main Purpose of Job

This position is responsible for monitoring the Financial Management Information system (FMIS) operation for compliance to state departmental and local agency policies and regulations; and performs other financial operational, procedural audits that include elements for material exceptions to financial, compliance and procedural guidelines of laws, regulations and policies.

POSITION DUTIES

Performs internal control reviews agency-wide to ensure that the local department adheres to all accounting processes and procedures as the laws and policies set forth mandates; performs internal audit of fiscal processes and makes recommendations specific to compliance and best practice; responds to audit requests by external auditors; ensures that agency accounts are reconciled and audit trails are preserved; reconciles five agencies bank accounts and the preparation of compositions of funds; reviews and reconciles FMIS and fiscal Automatic Financial System (AFS ) processing and system-generated reports; audits accounts payable, Electronic Benefit Transfer and check stock inventory; audits travel advances and expense accounts; monitors fiscal corrective action plans; audits systems security and reviews statewide audit findings as reported by Department of Human Services (DHS); audits daily cash receipts and reconciles to receipt book for log-in by Fiscal Accounts Technician and ensures that receipts are applied to the appropriate bank accounts; assists with internal audit of Child Support Administration (CSA), Family Adult Children Services (FACS), and Family Investment Administration (FIA) program areas; conducts research and compiles data as needed to develop reports for the Finance Officer, Assistant Directors, and the Director including the preparation of the Director's monthly (financial) report, monthly and annual closing of AFS; researches and analyses statistical program data, Record Local Administration vouchers paid through Relational Statewide Accounting and Reporting System (R*STARS) for monthly reimbursement to Comptroller (DHS account) reports to the Finance Officer; manages the Workday activities of the agency, inclusive of time entry, time approvals, and time corrections to ensure accurate bi-weekly entry of time worked by agency personnel; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

 2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

LIMITATIONS ON SELECTION

Must be willing to accept employment in Charles County, which is located in Southern Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
