Main Purpose of Job

This position will assist is to assist the Accountant Manager II in the completion of various tasks, including providing assistance in the direction of the daily operations, by researching programs and/or files to offer guidance in completing tasks and helping other staffs meet deadlines, as necessary. This position will also review, analyze, and implement various processes and new regulations, while making recommendations to senior management (e.g. programs such as ADAA, LHD, private providers). This position will also be responsible for the direct supervision of staff responsible for reconciliations, rates and/or cost reports. In addition, this position will work to coordinate the workflow with administrations of other units in areas of work spanning multiple units as well as be called upon to act as a representative for the department and perform training for the LHD and private providers regarding cost reports when necessary. This position will be responsible for overseeing the administration of the rate-setting for the department, as it relates to the local health departments and private providers of grant-funded programs. Furthermore, this position will be for responsible for preparing, organizing and implementing policies and procedures which authorize the setting, charging and collection of charges by the Division of Cost Accounting and Reimbursement. This position will work to interpret, apply and/or oversee agency policies, rules, and regulations, in order to accomplish the work of the unit. This position will also coordinate the development of all materials relating to cost report formulation for local health departments and private providers' outpatient clinic fees, along with other related matters. Lastly, this position may also be called upon to perform other duties as necessary (e.g. preparation of audits and/or indirect cost).

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.***A copy of your official or unofficial transcript(s) should accompany your completed application for verification purposes.***

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.***A copy of your official or unofficial transcript(s) should accompany your completed application for verification purposes.***

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or Master's degree in Accounting from an accredited college or university may be substituted for one year of the required general accounting experience.***A copy of your official or unofficial transcript(s) and/or certification should accompany your completed application for verification purposes.***

4. Applicants may substitute one year of professional auditing experience for one year of the required general experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Possession of a bachelor's in Accounting

Experience in a supervisory/managerial role

Experience with and/or knowledge of Medicare/Medicaid cost reporting

Experience with MS Excel and Word
