Main Purpose of Job

This Position reports directly to the Deputy Director of Budget/Accounting/Revenue, Office of Finance, Medical Care Programs (BAR). This position provides daily professional accounting and budget support to the Deputy Director of BAR, and directly supervises professional and fiscal staff in the revenue, accounting, grant and budget operations of the Medical Care Programs through the Office of Finance. This position also provides support to the Deputy Director of BAR in reviewing and implementing new and improved work procedures for the division. The position requires the ability to multi-task, delegate task assignments and to meet known, recurring deadlines as well as ad-hoc deadlines, while ensuring quality, accuracy, and completeness in the finished product. The position responds to MDH Senior Management requirements for specialized reports, within compressed time frames and on short notice, and the incumbent recognizes that flexible and additional work hours may be required in order to satisfactorily respond. The position requires advanced software skills with both Excel and MS Word, and the ability to quickly learn, train, and adapt to various automated budget and projection worksheets, as prescribed by the MDH budget Management Office (BMO) and by the Department of Budget and Management (DBM). The Program budget for FY2019 is in excess of $11 billion total funds. The administrative budgets are in five separate programs within the Medical Care Programs.

This position also serves as the liaison between the Medical Care Programs program staff, General Accounting Director, and Grants staff. This position is responsible for analyzing and interpreting laws rules and regulations of the grants and funding programs throughout the Medical Care Programs to ensure that they are properly applied.

This position directly supports the Deputy Director of BAR and serves as liaison between appropriate fiscal staff throughout the agency in compiling and submitting amendments to the Public Assistance Cost Allocation Plan mandated by the Federal Government as applied to Statewide Claiming, and distribution of Title XIX (Medicaid) and Title XXI (SCI-LIP) federal funding.

The position requires the ability to effectively assist and direct the budget staff to work with other Office of Finance and Program staff in the preparation of graphics and the compilation of reports and data in support of budget and projection issues. The position requires the ability to effectively communicate, both verbally and in writing, with Program managers on diverse and complex budget issues. The duties of this position may include periodic presentations of budget and finance reports to both governmental and public interest groups.

POSITION DUTIES

Requires a bachelor's degree in Accounting from an accredited college or university, or a bachelor's degree with 30 credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing. In addition, six years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles (GAAP) with three years of advanced duties in the area of cost accounting, systems accounting, or federal fund accounting and including three years at a supervisory or management level.  

Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience. Applicants may substitute one year of professional auditing experience for one year of the non-supervisory/management experience.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.
