Main Purpose of Job

The main purpose of the Agency Project Engineer/Architect II position is to provide MDH and the Office of Facilities Management and Development (OFM&D) with expertise and assistance in the management of complex facility and infrastructure projects from inception to their successful completion. These projects could include new construction, demolition, renovation, maintenance, energy performance or other types of projects that may affect the operations or budgeting of a facility. The occupancy types involved may include offices, health care areas, housing, educational areas or infrastructure systems such as water or electrical distribution as well as sanitary waste and storm water management. The projects may also involve developing detailed space configurations and layouts for areas and managing the relocation of personnel and offices. Additional project responsibilities may include oversight and management of energy performance projects, building condition and facility assessment surveys. This position also provides MDH and OFM&D with expertise and assistance in the preparation of comprehensive technical project programming and development of scopes of work for use in contracting AE services. Additional responsibilities may include cost estimating/budgeting, and the development of capital improvement program statements for multi-year large scale capital construction projects. The position will provide MDH and the OFM&D with engineering and architectural design expertise for preparation of contract documents for building and infrastructure projects. The position will also provide bidding, contract negotiation, and contract administration services for MDH.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: One year of experience as a design and project manager engineer or architect for agency capital and operating construction, maintenance and system services projects.

Notes: 1. Additional experience as an engineer or architect in the building construction field involving the design, construction or repair of building structures or system services may be substituted on a year-for-year basis for the required education.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired applicant should possess the following experience:

  • excellent oral and written communication skills
  • utilizing AutoCAD to generate construction documents
  • tenant fit-out design
  • developing project specifications
  • managing large scale design, renovation, construction, demolition, and/or maintenance projects
  • contract administration and cost estimating experience
  • excellent project management skills and strong analytical skills 
  • design and construction of institutional and healthcare facilities
  • working knowledge of industry software including AutoCAD or similar 2D drafting programs
  • working knowledge of Microsoft Office Suite and Google Suite
  • working knowledge of current building codes including IBC, NFPA, FGI Guidelines for Design of Hospitals and Outpatient Facilities, Code of Maryland Regulations, and RS Means cost estimating resources

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS
