Introduction

The Water and Science Administration, Integrated Water Planning Program/Water Resources Planning Division is recruiting for a Regulatory and Compliance Engineer Supervisor. This is a position specific recruitment for the Maryland Department of the Environment. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting cert list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The main purpose of this position is to manage and supervise the County Water and Sewerage Plan review and approval process required under Environment Article 9-5. This position coordinates comments on these water and sewer plan reviews with other State agencies, and other Programs within MDE (e.g., the Water Supply Program and Wastewater Permits Program in the Water and Science Administration). In addition, the incumbent in this position directs the review of water and wastewater infrastructure capital project requests for consistency with Water & Sewerage Plans and Priority Funding Areas. The position directs the review for discharge permits and construction permits for consistency with Water and Sewerage Plans and Priority Funding Areas.

The incumbent of this position is responsible for the integration of Tier II reviews for High Quality Waters of the State into the Water and Sewerage Plan review process as required by COMAR 26.08.02.04 and .04-1. The position also oversees the WSA implementation of HB 1141, passed in the 2006 legislative session, which requires the Department to review and comment on water resources and sensitive area elements in the Comprehensive Plan.  Such a plan must be prepared for each municipality and county in the State, and updated every six to ten years.

The position is responsible for overseeing the successful integration of water resources planning into local plans and review processes to better protect the public health and water quality.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.

Notes:

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area may be substituted for the engineering degree.

2. Possession of a Master's degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

3. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience reviewing county Water and Sewerage plans for consistency with state laws and regulations;
  • Experience leading environmental projects;
  • Possesses an Engineering Degree in one of the following disciplines: Civil, Environmental or Chemical;
  • Strong oral and written communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager.
