LOCATION OF POSITION

This position is with the Maryland Department of General Services, Facilities Planning, Design, Construction & Energy Division, Office of Energy.  The position is located at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

The Energy Engineer will provide energy engineering oversight and consultation for various Energy Performance Contracts (EPC), retro-commissioning, and other energy related projects.  Oversight shall include ensuring that each project meets sound energy efficiency and/or renewable energy standards, including appropriate cost-effectiveness of the measures. Consultation shall include advising the Contract/Project Manager, and other office staff as needed, with energy engineering analysis and review.  This position shall ensure that EPCs and other energy-related projects attain high levels of technical and economic performance.

POSITION DUTIES

Duties for this position include, but are not limited to:

40%:  Provide engineering review for all technical aspects of performance contracting. Attend progress meetings for EPC projects when necessary. Analyze engineering submittals of venders. Provide technical review and evaluate proposals from venders. Participate in the development of IDCs or RFP’s to procure services. Review, assess proposals from venders and recommend award. Review technical aspects of vender documentation & provide comments. Inspect construction sites to ensure appropriate installation of measures. Assure that all M&V documentation provided by vender undergoes State review to verify accuracy. Provide detailed technical information on energy savings as needed for reporting purposes.  

30%: Assist with engineering review of other energy related projects, including retro-commissioning projects, undertaken by the Office of Energy. Work with State agencies on requests for energy engineering reviews for specific energy efficiency and renewable energy project requests outside of the EPC program as assigned by the Director of the Office of Energy. Assist in the development of new IDCs.  

20%: Act as the energy manager for DGS-owned facilities. Track energy use of facilities and recommend improvements.  

10%: Perform other tasks as assigned by Director.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: Three years of experience as a design or project Engineer or Architect for large-scale multi-year construction projects.

Notes:

1. A Master’s degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps or Engineering Aid classifications or Construction Engineering Technician, Technical Engineer, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding the qualifications. 

1. One (1) year of experience with the design, installation and operation of commercial building energy systems, to include HVAC, lighting, building shell, and renewable energy.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications.

1. Experience with energy performance contracting is strongly preferred.

2. Certified Energy Manager is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.  Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process. Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity. You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
