POSITION DUTIES

This position is responsible for recruitment activities and hiring employment responsibilities for the Department of Human Services (DHS), Office of the Secretary and all Executive/Leadership positions that report to this office. These include the following: Family Investment Administration (FIA), Social Service Administration (SSA), Child Support Administration (CSA), Office of Technology for Human Services (OTHS), Budget and Finance, Procurement, Division of Administrative Operations, Office of Communications, Office of Government Affairs, Office of the Inspector General, Maryland Legal Services. In addition, this position provides consultation and technical assistance to the 23 Local Departments of Social Services on contractual recruitments and management level recruitments. 

This position is responsible for conducting recruitments for Executive/Leadership positions within the agency; prepares vacancy announcements and requests position specific recruitment; sends notices to candidates and applicants; reviews, screens and approves eligible applicants; finalizes the appointment of selected candidate and obtains required approvals; verifies that appropriate procedures were followed and all supporting documentation is included in selection packet, from initial recruitment effort through actual notification of start date; and complies with laws, regulations, policies and guidelines.

Other duties include processing approvals to fill vacant positions throughout the entire agency; reviewing job descriptions (MS-22) for completion and review by DHS/Classification Unit; creating reports to monitor requests pending with DBM; conducting and coordinating new employee orientation sessions; preparing and conducting recruitment/employment training sessions for DHS staff; and conducting employee exit interviews with Executive/Leadership employees.

MINIMUM QUALIFICATIONS

EDUCATION: A bachelor’s degree from an accredited college or university

EXPERIENCE: One year of PROFESSIONAL HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation .

(Paraprofessional job experience--see description in Notes section below--is not qualifying for this minimum experience qualification.)

NOTES:

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Possession of a Bachelor's or Master's degree from an accredited college or university in Human Resource Management. 

One year experience using an HRIS system and the Microsoft Office Suite, including Word, Excel, PowerPoint and Email.

One year experience interpreting and applying HR related laws, regulations, policies and procedures within State Personnel Management System.

One year experience conducting or assisting with recruiting for positions.

One year experience conducting training for hiring managers concerning recruiting policies and procedures.

One year experience preparing position announcements or job advertisements for circulation.   

One year experience providing advice and guidance to employees, supervisors, program managers, agency executives and others on HR related matters.

The ability to communicate effectively and maintain confidentiality.

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
