Main Purpose of Job

The main purpose of this position is to serve as a full performance human resources generalist to interpret and apply State Personnel Management System (SPMS) policies and procedures in a variety of primary and back-up roles. This includes recruitments, reclassifications, benefits, leave programs, retirements, workers compensation, telework and the Performance, Planning and Evaluation Program (PEP). This position requires highly effective analytical and communication skills, and requires that the incumbent maintain confidentiality of highly sensitive personnel information. This position may also represent the agency at external meetings, and assist the Deputy Director to carry out HR related program goals and objectives.

POSITION DUTIES

Recruitment - Advise and confer with hiring managers on recruitment and selection actions to fill permanent and contractual positions.  Includes using JobAps tool to post openings, score applications, and finalize hire details.  May serve on interview panels.  Apply salary guidelines to job offers, complete onboarding transactions in Workday and conduct new employee orientation.

Reclassification - Provide guidance to supervisors on policies and procedures for position reclassifications.  Analyze position duties and responsibilities for non-competitive promotion actions and vacancy downgrades, acting capacity requests, and for reclassification requests.  Complete related actions in Workday.

Agency Health Benefits Coordinator - Interpret guidelines and coordinate employee Workday enrollment in applicable health benefits programs.  This involves frequent interaction with the Dept. of Budget and Management to provide pertinent and time sensitive information to employees, and attending mandatory training.

Donated Leave Programs and FMLA - Interpret leave regulations, policies and procedures and provide guidance to employees and supervisors. Coordinate with Dept. of Budget and Management and agency Fiscal Services Office to process enrollments and requests for leave. Review and process FMLA leave requests and designations in accordance with applicable laws.

Serve as backup Coordinator for Retirement, Worker's Compensation, and Telework programs to interpret rules and regulations, provide guidance to employees, and process forms.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee-employer relations, or test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for up to two years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

At least one year experience handling government merit based recruitments using an online portal.

Working knowledge and experience handling reclassification actions.

Working knowledge and experience handling employee benefits enrollments and related actions.

Working knowledge and experience administering and advising employees about FMLA and State of Maryland leave programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
