Introduction

The Maryland Department of Labor, Office of Administration, is accepting applications for an HR Administrator I position. This position will supervise Human Resource teams assigned to specific Divisions within Department of Labor.

This recruitment is limited to current employees in Maryland State government.

Main Purpose of Job

This position supervises the Human Resources Unit with the Maryland Department of Labor. The unit is responsible for the recruitment, testing, selection, and hiring of all agency contractual, intermittent, and reclassification of personnel in the Skilled, Professional, Management, Executive, Special Appointment, and Independent Authority services categories. This position has responsibility for all planning, organizes, coordinating, and implementation of the necessary systems and workflow processes to ensure the timely and efficient retention, recruitment, reclassification of all positions within the Department's approximately 1700 permanent and 400 contractual/temporary employees.

POSITION DUTIES

The duties of this position include, but are not limited to, the following:

1. Supervises assigned human resources professional and paraprofessional staff in areas including recruitment, hiring, training, performance reviews, timesheets and disciplinary action.

2. Manages recruitment, classification, and compensation programs to ensure team meets performance goals.

3. Conducts strategic planning with program leadership to address program's initiatives.

4. Consults with HR Director, Office of Administration Executive Director, Budget Manager and key stakeholders regarding the program's operations.

5. Creates reports documenting workflow, ensuring records are maintained and updated as needed.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for up to two years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification to be considered. Include clear and specific information on your application regarding your qualifications.

One year of the qualifying work experience must have included using JobAps and Workday to complete HR processes.

Preference will be given to applicants who possess the following preferred qualifications:

Supervisory experience

Classification and compensation experience

This recruitment is limited to current State of Maryland employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
