Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Director of Human Resources.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position is responsible for the overall direction, management and administration of the Department of Commerce's comprehensive human resources program in the State Personnel Management System (SPMS).

POSITION DUTIES

Formulates the department's HR policies and procedures using knowledge, discretion, and independent judgement in the interpretation and application of HR laws, regulations, and policies in compliance with the State and Federal rules and guidelines to address a variety of HR activities.  Oversees employment, class and compensation, labor and employee relations, benefits, performance, training, grievances and disciplinary actions; implementation of internal HR policies and guidelines consistent with established laws or procedures; establishment of agency’s current and long range HR objectives; and provides guidance and technical consultant services to the agency’s executive staff and provides direction on HR matters to the staff and managers.  Incumbent will maintain working relationships with those state agencies/departments responsible for providing HR support services.  This position provides managerial supervision to HR professional and paraprofessional staff and serves on various internal and external committees representing the agency and leadership. The selected employee will possess strong organizational, administrative and analytical skills; good judgment; integrity; and excellent written, oral communications and interpersonal skills. Familiarity with FLSA, EEO, ADA, FMLA, and other Federal and State laws governing employment. Must be able to work with high level public and private sector officials and maintain effective working relationships.

Statewide travel is required.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in a related field from an accredited college or university

Experience: Six (6) years of increasingly responsible professional HR experience in recruitment and employment services; classification and compensation; employee relations; job analysis, salary administration; or HR generalist functions; HR program evaluation and policy formulation. 

Note: Equivalent combination of education and experience may be substituted.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualifications.

A working knowledge of, and experience with State Personnel & Pension Article (SPP) and COMAR Title 17 and State of Maryland employment laws, policies, and procedures

Experience with the SPS Workday and JobAps systems

Supervisory experience

Proficiency with the Microsoft Office Suite for Windows including Word, Excel, Access, and PowerPoint, Google Mail and/or other relevant software.     

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
