Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System.  The System is a multi-employer, public employees’ benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 200,000 active members and more than 150,000 retires and beneficiaries.

The Agency is seeking a professional to serve as Managing Director in the Administration & Accounting unit of the Investment Division.  The Managing Director reports directly to the Deputy Chief Investment Officer, and will be responsible for supervising a team of six professionals.

This is a Management Service position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

Responsibilities will include the preparation of financial statements for inclusion in the System's Comprehensive Annual Financial report based on GASB standards; manage the operations of the Investment Division, including cash flows and internal trade processing; reconciliation and processing of cash flows; interact with the System's custodial bank to resolve issues and close the monthly accounting books; reconcile and report manager fees.

POSITION DUTIES

The incumbent will lead the Investment Administration & Accounting team to ensure prudent, accurate, and efficient administration of the System’s investment program.  

Responsibilities include, but are not limited to:

1. Preparation of financial statements and reports

2. Processing and reconciliation of internal securities trades

3. Reconciliation of monthly cash flows

4. Review account statements and verify investment management fees

5. Project management and other duties as assigned.

6. Manage the relationship with the System’s custodian

7. Participate on procurement evaluation committees

8. Interpret and implement relevant GASB standards

9. Manage research related to securities litigation.

MINIMUM QUALIFICATIONS

Education

· Graduation from an accredited four-year college or university with a bachelor’s degree

Experience:

· Five years of relevant experience in investments or finance with a focus on operations, administration or accounting

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

· Institutional multi-asset investment administration and operations experience is highly preferred

· Seven years of experience in the financial services industry

· Seven years of experience in a plan sponsor environment

· Knowledge of Governmental Accounting Standards Board standards

· Bachelor’s degree in Accounting, Finance, Economics, Mathematics or similar technical field

· Master’s degree in Business Administration, Finance or a CPA
