Introduction
The Maryland State
Retirement Agency is the administrator of the Maryland State Retirement and
Pension System. The System is a multi-employer, public employees’ benefit
retirement system composed of twelve (12) separate retirement and pension
systems with additional plan components, covering approximately 200,000 active
members and more than 150,000 retires and beneficiaries. The Agency is seeking
an investment compliance professional to serve as Senior Compliance Analyst in
the Investment Division. The Senior Compliance Analyst reports directly
to the Senior Compliance Manager. Under the direction of the Senior Compliance
Manager, the Senior Compliance Analyst will assist in monitoring external and
internal investment managers, personal trading, the divestment program, and
corporate governance activities.
This is a Special Appointment position and serves at the pleasure
of the Appointing Authority

Main Purpose of Job
POSITION DUTIES
* Monitors the
compliance of existing managers with MSRPS policies, applicable laws and
investment guidelines such as derivative usage, security classifications,
allocations, index comparisons, sector weights, currency exposures, duration,
and credit quality.
* Completes the annual
due diligence review of existing managers and be able to identify areas of risk
or concern.
* Designs and implements
testing methodologies for new managers to ensure compliance with investment
guidelines.
* Reviews internal
trading for compliance with investment guidelines, authorization and limits.
* Reviews employee
activities for compliance with State ethics laws.
* Assists in the
administration of the MSRPS Ethics, Conflicts of Interest, Material Non-Public
Information and Personal Trading Policies.
* Reviews pre-clearance
trade requests, trading activity of staff and maintains the restricted list.
* Researches, compiles
data and responds to Public Information Act requests in compliance with
Maryland’s Pubic Information Act.
* Evaluates company data
for possible divestment and compiles reports on any divestment activity for the
Board of Trustees and Maryland Legislature.
* Monitors compliance
with Securities and Exchange Commission regulations.
* Monitors the proxy
voting program at MSRPS.
* Assists in
recommendations to the Board of Trustees regarding corporate governance
activities.
* Assists in the review
of background checks of funds and principles prior to investment and the
ability to identify areas of concern.
* Contributes to the
development and monitoring of the policies and procedures for the Investment
Division.
MINIMUM QUALIFICATIONS
Education: Graduation
from an accredited four-year college or university with a bachelor’s degree.
Experience: Two plus
years of successful employment in legal, compliance or audit preferably in the
investment, financial, banking, accounting or insurance industries.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to candidates with:
- Two plus years of experience performing investment compliance responsibilities
- One plus years of experience with Bloomberg
- Two plus years of experience with investment compliance monitoring systems
- Advanced Microsoft Excel skills (pivot tables, complex formulas, large data sets)
- Knowledge and understanding of security type classifications, derivatives, indexes, and portfolio characteristics such as credit quality, duration, weights, and allocations.
