Main Purpose of Job

This position serves as the specialist for specialized instruction, in the Performance Support and Technical Assistance (PSTA) Branch for the Division of Early Intervention and Special Education Services (DEI/SES). This position provides leadership and technical assistance to MSDE, local school systems, State operated programs and nonpublic schools responsible for Maryland's College and Career-Ready Standards in the implementation of instructional and response to intervention strategies/evidence-based practices, support of federal grant initiatives, technical assistance and programmatic support related to students with high incidence disabilities; provides technical assistance and support to Local School Systems (LSSs) and Public Agencies (PA) to facilitate the Maryland Individualized Education Program (IEP) document, the Maryland Online Individualized Education Program (MOIEP) tool; including the use of State developed analytical tools to support the data-informed decision-making processes for the development, implementation, and evaluation of the IEP Process, including Standards-Aligned Goals to support achievement of students with disabilities on statewide accountability measures for Access, Equity, and Progress.

POSITION DUTIES

Provides leadership & technical assistance with regard to specialized instruction for the Division (DSE/EIS) & other Divisions in the Department in the planning, design, implementation, evaluation & dissemination of data-informed plans for statewide professional learning for leadership, communities of practice, teachers, & related service providers that focus on improved educational achievement for all children/students with emphasis on students with disabilities or those who struggle learning. Supports the administration & implementation of the State Systemic Improvement Plan (SSIP). Leads or participates in assigned Division & Department-wide Steering Committees/workgroups/Task Forces consisting of internal and/or external stakeholders by organizing, planning, implementing, and/or chairing efforts related to professional learning or educational programming for improving student performance on Statewide accountability or outcome measures. Collaborates as a representative of the Division with agencies & organizations to implement a shared mission of improved outcomes for students with disabilities.

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Special Education or Education Administration.  

EXPERIENCE:  Four (4) years of professional experience in special education or early intervention, experience with specialized instruction and programs related to services for children with disabilities and their families is required.

SELECTIVE QUALIFICATIONS

Knowledge of State & federal laws, regulations, policies, & current research impacting children with disabilities & their families; knowledge of federal grant initiatives, & College & Career-Ready Standards, intervention strategies; skill in providing programmatic support related to students with disabilities; ability to manage multiple tasks; ability to interpret & apply pertinent laws/regulations; ability to establish & maintain working relationships; ability to communicate clearly & effectively both orally & in writing, through the presentation of concise yet comprehensive training, analyses & reports.
