Main Purpose of Job

This is a professional position providing leadership and support to implement the US Department of Education, Office of Civil Rights (OCR) Methods of Administration (MOA) program for the state of Maryland by ensuring compliance with Federal and Civil Rights Laws within local school systems, community colleges and State-Operated programs that provide career and technical education (CTE) and receive federal funds.

POSITION DUTIES

Provides leadership, technical assistance, information, guidance, and training to local school systems, community colleges and State-Operated programs on the OCR MOA program civil rights laws and compliance issues; oversees development of the MOA targeting plan, conducts investigations and desk audits, on-site civil rights compliance review visits to grant sub-recipient sites, and monitors non-compliant grant sub-recipients in the implementation of mandated MOA compliance activities; and develops reports and prepares all MSDE official responses to local, state and Federal agencies on potential MOA violations and to meet all reporting requirements.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work.

Experience: Four years of administrative or teaching experience in, or affiliated with, an education program.

Notes:

  1. Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.
  2. Possession of a Doctorate in a field related to the position option may be substituted for one year of the required experience.
  3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience in an area related to civil rights compliance, including overseeing, providing advice and recommendations, or ensuring compliance, of which one (1) year shall have been in an education program, agency or system.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment, such as requirements under Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, and Title II of the Americans with Disabilities Act of 1990 as well as State and Federal laws, regulations, policies, issues regarding educational  accountability and student performance, and the Carl D. Perkins Act; skill in responding to problems and inquiries from local school systems, community colleges, and State-Operated programs; skill in developing and leading workshops and conferences; ability to establish and maintain harmonious working relationships with diverse populations; ability to communicate clearly and effectively both orally and in writing through the presentation of concise yet comprehensive training, analyses, and reports.

SPECIAL REQUIREMENTS

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
