Main Purpose of Job

The Deputy Director of Administration for the Interagency Commission (IAC) oversees supervisory staff members who manage the day-to-day work of staff.  The incumbent is responsible to manage the successful performance, outcome, and timely delivery of programs and reporting that have the highest scope and effect on agency missions and operations. 

POSITION DUTIES

Plans, directs and administers all aspects of IAC Administration;  establishes overall policies and procedures for the program(s), overseeing implementation and approving major revisions; establishes program goals, standards and controls to meet program objectives and oversee achievement of goals; oversees and manages the personnel and financial resources of the program(s); prescribes and oversees development and training of program staff; ensures performance expectations, including analysis, reporting and meeting of schedules of State and agency initiatives or emerging programs is effectively communicated and carried out; supervises subordinate managers to include establishing goals and objectives, evaluating performance, assigning work, handling time and attendance matters, and counseling or recommending disciplinary action, as appropriate; Provides Support and Assistance to Local Educational Agencies (LEAs), Maryland School for the Blind (MSB), represents the agency in a variety of settings; advises and provides managerial oversight of the preparation and publication of the annual or periodic CIP and other reports.

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Business Administration, Facilities Management, Project Management, or related field.

EXPERIENCE:  Five years of administrative and/or management experience in business administration, facilities management or related field/program. Experience with School Construction Policy and Government relations is desirable.

Note: In addition to the five years required experience, prior senior level management experience in a local, State, Federal agency and / or nonprofit organization managing and delivering programs may substitute year-for-year up to 6 years of the education requirement.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of Local, State & National building codes and administration practices; knowledge of contract mechanisms & installation maintenance life-cycles; knowledge of emergency management, safety plans & programs that comply with applicable laws, regulations & policies; skill in collaborating with project teams; skill in project management, Microsoft Office Suite; & presentation/graphics software; skill in budget/financial planning; ability to provide oversight technical guidance; ability to analyze complex issues, recommend solutions & manage timelines/deadlines; ability to communicate clearly & effectively & maintain collaborative working relationships.

LIMITATIONS ON SELECTION
