We are currently recruiting Graduate and Undergraduate college students to work with us this summer. The Student Technical Assistant classification is used to hire college students for temporary positions.

College Transcripts are required to verify coursework completion and current enrollment.

Department of Housing and Community Development Headquarters Office is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

Maryland Department of Housing and Community Developing is currently recruiting Student Technical Assistant positions to hire college students for several temporary summer internship positions within the Department. This great opportunity is for graduate and undergraduate students currently enrolled in college who are passionate about our mission and committed to the work at Department to make a difference. This internship will provide a meaningful experience to students by assigning special projects and hands-on-experience in our professional work environment.

We currently have opportunities in the areas of:

Finance and Accounting

The finance intern will primarily provide support in the capital budget submission process inclusive of data extraction/compilation, verification and scheduling. Job Duties will include utilizing the State’s accounting system and report generator (WebFocus), compiling data and creating schedules regarding current fiscal year capital encumbrances and expenses by program, verification of previously submitted encumbrance/expense data, compiling and updating data regarding prior fiscal year appropriation encumbrances and expenses, scheduling current and five prior fiscal years’ encumbrances by program and appropriation. As the data can be compiled using different methods, the intern will also assess the methods to determine which is the most efficient compilation methodology and provide recommendations.

Procurement

The procurement intern will assist with the development of Request for Proposals and/or Invitation for Bids. Learn and implement State Procurement laws. Participate in Pre-Proposal Conferences, including preparation as well as follow up. Participate in bid openings. Provide support in all aspects of procurement; preparation of solicitation through contract award.

Division of Credit Assurance Analysis and Reporting

The analysis and reporting intern will provide support by updating the Multifamily Asset Management’s Risk Rating report using Microsoft Excel, assisting by analyzing and updating multifamily financial reports. Types of reports include financial statements (operating, budget and annual audits), property inspections (physical and administrative) and analytical reports using the Multifamily Asset Management database and Microsoft Excel. This position will provide support by updating the Multifamily Asset Management’s Policy and Procedures Manual using Microsoft Word, and will assist by reviewing multifamily loan documents and property fact sheets using Docushare and the Multifamily database. The intern may participate in scheduled staff meetings, training sessions, inspections and other duties as assigned.

Division of Credit Assurance Multi-Family

The mortgage loan servicing intern will evaluate application for loan modifications or short sales. Research property equity and liens to determine sufficient equity for legal action. Evaluate and determine best recovery of funds via modifications, short sales, real estate owned sales, or mortgage insurance claims. Evaluate loans for servicer compliance to DHCD, State, and Federal mortgage servicing regulations. Research and update information on defaulted loans.

Housing and Economic Research

Database Coordinator & Testing Intern to work with programs towards the construction validation of program data. The Intern will serve as the Research liaison between the Divisions and IT responsible for scrubbing, standardizing, testing and reconciliation of program data program fields to IT warehouse extractions. Intern will also be responsible for upending mortgage loan database with loans extractions from a data source. These projects requires extensive use of at intermediate skills in Access and Excel.

Communications and Photography

The photography and communications intern will assist the Office of Communications, which oversees media relations and customer service for the department. The main purpose of the position will be to take print-quality photographs of various department projects and events across the state for use in marketing materials and social media campaigns. Intern will travel around the state to take photographs of various department projects and events for use in marketing materials and social media campaigns, assist communications and marketing staff on special projects including maintaining a media contact list and answering customer service requests, and provide media and logistics support, when necessary, to staff meetings and events.

Please note: Applicants for this internship should have previous experience with photography and will be expected to provide a sample of work.

Housing and Building Energy Programs

The Housing & Building Energy Programs intern will assist with with funding research, guidelines interpretation and identifying future and existing funding sources. The intern will assist staff with research for potential funding sources within the energy efficiency field, research guidelines for grant writing and proposals for potential funding sources, and work with staff developing/updating guidance for existing funded programs.

Community Development Administration, Special Loans

The special loans intern will set up procedures for a start date has been established for Jan 1, 2019 for certifications to be good for the 2018 state tax year. Valid for Maryland homeowners only. Additional responsibilities include working collaboratively with the Office of the Attorney General and the Comptroller's Office in order to make sure that regulations are followed. Also, Intern will need to establish proper reporting documenting approved certifications to deliver to appropriate parties. The fellow will establish an approved list of acceptable repairs that count towards the certification.

Community Development Administration, Marketing

The Student Technical Assistant will assist the CDA Marketing team in developing training videos for homeownership partners (lenders, realtors, counselors, homebuyers), in creating promotional materials and resources, in developing systems for evaluating lender performance and following through with appropriate next steps, staffing an exhibit booth at events and interacting with mission partners. These functions provide support to CDA for creating important marketing tools needed for the Maryland Mortgage Program.

Community Development Administration, Multi-Family Construction

The Construction Management Intern is a pre-entry level, inexperienced construction learner that, through participation in diverse responsibilities, helps assures the timely production of reasonably priced and well-designed housing units while acquiring an orientation to the construction field as well state service. The individual in this position will help review and approve partner potential contractors and architects, plans and specifications, construction estimates, work scope, environmental investigations and other related analysis. .

Community Development Administration, Tax Credit

This position’s overall purpose is to assist in the implementation of the Independent Living Tax Credit (ILTC) Program for 2019. 2019 is the first year of this new program, and applications for the Tax Credit must be processed (in accordance with State law) during June, July and August, with the issuance of Tax Certificates to applicants by late August/early September. The position will be responsible for processing, reviewing, securing internal approvals, and coordinating with applicants and the State Comptroller's Office in the implementation of the Independent Living Tax Credit (ILTC) program.

MINIMUM QUALIFICATIONS

In order to be eligible for this opportunity, students must have completed freshman, sophomore, junior or senior year in an undergraduate program and be currently enrolled in an undergraduate or graduate program. Students must have at least 30 undergraduate semester credits to be considered.

Relevant College Majors: Public Administration, Public Policy, Business Administration, Finance, Accounting, Management, Economics, Journalism, Mass Communications, Advertising, Marketing, Liberal Arts, or another related field.
