Main Purpose of Job

This contractual position is within the Central Collection Unit (CCU), and is located at the Baltimore Office. This position will be responsible for the collection of debts referred to CCU from various agencies. The Collection Agent achieves this task by attempting to contact the debtor by phone, generating notices, or e mail when needed. The Collection Agent will also be responsible for providing telephone coverage in CCU's in the CCU Call Center in addition to utilizing automated in-house tools (ESA, MVA Records, Property Records, and Credit Reports to determine if assets are available to successfully collect an outstanding debt. When and Agent determines that a debt is non-collectable the agent will refer that account to the Abatement Committee for abatement consideration. When needed the agent will provide testimony as a witness for CCU in the MD District Courts and will be responsible for preparation of accounts for referral to the Legal Measures Department for litigation. This position will respond to assigned correspondence from supervisors via mail or email daily.

This contractual position will serve at the pleasure of the appointing authority.

MINIMUM QUALIFICATIONS

Education:    Bachelor’s degree from an accredited college or university.  

Experience:   None.  

DESIRED OR PREFERRED QUALIFICATIONS

The ability to speak Spanish.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates are required to undergo a criminal background check as part of the selection process due to the financial nature of the job.

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

BENEFITS

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.  

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
