Main Purpose of Job

This position performs the duties of the Assistant Director for Administration and serves as the Financial Director responsible for all of the financial activities of the agency including sound budget and financial management, areas of administrative management responsibility including IT and Finance. The Assistant Director is directly responsible for all agency procurement, budget development and monitoring, facility management, fleet management, travel and audit coordinator. The purpose of this position is to establish standards, goals and schedules for Local General Administration (LGA), including all Fiscal Operations and Administrative Services, setting priorities and evaluating effectiveness of both staff and processes.

POSITION DUTIES

Leads, manages, and directs through supervision, Finance Officer, and Computer Network Specialist to ensure maintenance and improvement of program operations; leads and supervises the Finance Officer and Computer Network Specialist in developing and implementing departmental policies and procedures to ensure agency is fully operational; represents the LGA unit at State and interagency and committee meetings; directs all automation activities to include compliance with applicable policies and procedures, planning an acquisition of required hardware, software, and training.

Supervises security monitoring program and the computer information services specialist; directs all primary administrative and fiscal LGA operations, including a total operating budget of $13.2 million; directs the fiscal operations of the agency to ensure compliance of all federal, state, local, and departmental regulations including oversight of audit processes and responses includes but limited to: annual fiscal closeout, payroll operations, and FMIS fiscal activity of proper security and internal control.

Prepares local procedures for fiscal operations and oversees implementation, and evaluation of the effectiveness of local procedures; ensures fiscal stability of operations in both short range and long range planning which includes directing the preparation, management, and monitoring of the state, county, various grants and five different program budgets; prepares budget projections and makes recommendations to the Director on budget appropriations; analyzes periodic reports and funding source requirements and informs senior leadership of the funding; ensures adherence to the State Finance and Procurement Article of the Annotated Code of Maryland, Section 15-103.

Manages procurement functions including solicitation preparation, contract preparation, processing, monitoring, and administration; represents the agency as a Board of Public Works liaison; directs all agency Administrative Support Services: Continuity of Operations Plan (COOP) Administration, Fiscal Management of Emergency Operations and ensure submission of allowable expenditures, Facility Management and Security, Annual and Multi-Year planning to ensure a safe and sound facility and the daily administrative operations of the agency mail services, records retention, fleet management, customer service and serves as Risk Management team member.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from accredited university or college in Accounting, Finance, Business and Management, Business Administration or a related field.

Experience:  Five years experience in administrative staff or professional work. Three years of this experience must have involved analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Three years of experience supervising employees.

DESIRED OR PREFERRED QUALIFICATIONS

Master's degree in Accounting, Business and Management, Business Administration or related field.

Knowledge of Federal and State audit processes, requirements and internal controls.

Advanced knowledge of computer applications/software used in developing and monitoring budgets and work processes, such as Excel and/or Access.

Experience in planning, organizing, staffing, leading and monitoring organizational plans and achievement of goals.

One year experience in developing and monitoring budgets.

One year of experience working with budgets for a Local Department of Social Services, the Maryland Department of Human Services or another State agency.

LIMITATIONS ON SELECTION

Candidates must be willing to accept employment in Talbot County, which is located on the Eastern Shore of Maryland approximately 60 miles east of the Washington/Baltimore metro areas

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
