Main Purpose of Job

The position serves as the Assistant Director, Bureau of Systems Development and Management within the Family Investment Administration (FIA) within the Department of Human Services (DHS). This position contributes to the mission of the DHS to assist people in economic need, increase prevention efforts, and protect vulnerable children and adults by assisting with the management of system development, maintenance, and testing efforts for all of the programs administered by the FIA that are currently or will be incorporated into the Client Automated Resource and Eligibility System (CARES), myDHR, and Eligibility and Enrollment systems. The incumbent in this position is responsible for assisting with integrating (physically or logically) these systems with other DHS and Maryland Department of Health systems that affect FIA programs or their administration. This includes the Maryland Health Connection Health Benefits Exchange (MHC/HBX), Electronic Payment Processing and Information Control (EPPIC), Office of Home Energy Programs (OHEP), Interim Data Base (IDB), Medicaid Management Information System (MMIS), myDHR, and Informatica Data Director (IDD). This position supervises Program Analysts within the Bureau and has responsibility for knowing and interpreting the automated system implications of Federal/State laws concerning both program and information technology, developing written requirements and systems procedures and user acceptance testing for the administration of public assistance programs via the automated systems in Maryland. This position also evaluates existing programs and procedures, makes recommendations for systems changes to promote reduction errors, provide superior customer service and avoid expensive and time-consuming litigation. In addition, makes plans for implementation of new or revised procedures in our automated systems.

POSITION DUTIES

Directs and manages the design, implementation, and maintenance of automated systems within the FIA in accordance with federal and state laws; presents designs to contractor and evaluate proposed system changes to ensure compliance with state and federal requirements; oversees work of staff members in these processes including, but not limited to, guidance, coaching, training, monitoring, and reviewing work in progress and completion; represents FIA in a managerial level role for major initiatives that involve FIA operations and Office of Technology and Human Services (OTHS) systems; interacts with executive level managers from other divisions of DHS as well as other State agencies; directs the development of system procedures as federal and state welfare changes are mandated for Local Departments of Social Services (LDSS) in the use of the automated systems and its impact on local workflow; assesses system impact of changes in policies and procedures on daily operations; assists Director in establishing priorities for implementation of system changes; directs staff who analyzes, recommends and reviews modifications to systems Parameter Maintenance Tables, performs parameter changes, caseload distribution requests and alert processing, and complete on-line caseload redistribution requests for local departments; reviews systems procedures, documents and manuals to ensure correct and consistent information; assigns projects to staff and review upon completion; oversees the change control process; documents modifications to the systems; maintains current documentation in order to establish priorities; analyzes requests from LDSS and Family Investment Plan (FIP) for query reports and compose user stories and/or data requests; validates reports to ensure accuracy; trains staff on the above procedures and review work completed prior to distribution; and performs all other related duties as assigned.

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor's degree from an accredited college or university in Business Administration, Public Administration, Human Resources Management, Information Technology, Sociology, Psychology, or other related field with specific coursework in the structure and use of automated information systems and personnel management.  

Experience:  Four years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for the agency or statewide systems.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience working with system operation and data communications software.

2. Experience directing system development, user testing, and system evaluation for improvement of a human service program.

3. Experience with the functions of technical systems (i.e. CARES, SAIL, myDHR, WORKS, MMIS, CSES, etc).

4. Knowledge of current FIA program policies, welfare reform initiatives, Federal regulatory requirements, Federal and State legislative requirements, State and local FIA operations, contract processing, cost allocation, general management theory, and management of change and technical systems. 

5. Ability to write and direct the writing of functional system requirements and user stories set forth by Federal and State regulations.
