Main Purpose of Job

The main purpose of this position is to administer and manage the General Administrative and Fiscal Operations Programs administered by the Local Department of Social Services. The incumbent in this position assures that community-based social services are provided to the citizens of Cecil County are consistent with the intent of the programs and in compliance with all mandated policies and procedures in a manner that safeguards the public trust, respects the rights and dignity of the people served, and promotes the integrity of the family and individual.

POSITION DUTIES

Assists the Director in managing the operations of the agency; manages and monitors all agency budgets ($12,313,871with salaries; $3,411,477 with out salaries) funded by state, federal, county and grants.

Manages all administrative support services (e.g., mail, equipment, facilities, fleet, inventory, procurement, etc.) to ensure effective operations of the agency.

Leads, manages and directs through supervision, Finance Officer and Computer Network Spec Supervisor to ensure maintenance and improvement of program operations.

Manages the agency Human Resources functions to ensure compliance with the Merit System Laws, rules, policies and procedures, and any Memorandum of Understanding (MOU) collective bargaining instrument in place.

Ensures proper internal controls are in place; manages and leads all audit activities; and addresses audit findings in order to avoid repeat findings.

Directs all agency Administrative Support Services, such as Continuity of Operations Plan (COOP) and fiscal management of Emergency Operations; ensures submission of allowable expenditures and oversees Emergency Shelter Operations.

MINIMUM QUALIFICATIONS

Education:  Possession of a Bachelor's degree from an accredited four year college or university.

Experience: Five years experience in administrative staff or professional work.  Three years of this experience must have been in a supervisory capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience in local department of social service operations is preferred.
  • Experience in planning, organizing, staffing, leading and monitoring organizational plans and achievement of goals.
  • One year of experience working with budgets for a Local Department of Social Services, the Maryland Department of Human Services or another State agency.
  • Knowledge of computer applications/software used in developing and monitoring budgets and work processes, such as Excel and/or Access. Knowledge of Federal and State audit processes, requirement and internal controls. 

LIMITATIONS ON SELECTION

Candidates must be willing to accept employment in Cecil County, which is located approximately 55 miles north of Baltimore off of Interstate 95; the last exit before the MD/DE line.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the state of Maryland.
