Main Purpose of Job

The Manager, Professional Development Programs is responsible for oversight of the overall design, coordination, delivery and evaluation of employee professional development programs, ensuring that employees have access to appropriate training consistent with established initiatives. In addition, the position is responsible for identification of the need to design additional specialized training, which addresses the leadership, management and organizational development needs of the Department of Human Services (DHS).

POSITION DUTIES

Provides oversight into the development, implementation, and management of the  professional development programming of the DHS Learning Office. This includes both in person live training and online modules.  Provides recommendations and advice concerning learning best practices to DHS’ Chief Learning Officer (CLO). Conducts and coordinates delivery of training programs designed to develop and update targeted employee competencies consistent with identified training needs and DHS’ strategic training goals.  Maintains a training schedule consistent with DHS’ strategic training goals, timely posts course registration information and reports identified course attendance data after delivery of training.  At all times, the incumbent will provide customer service to both internal and external customers that meets or exceeds the standards set by the Department.  Must effectively communicate with team members, trainers and management while maintaining a personal training calendar as well.  Attends, participates and leads meetings as needed.  This position will be required to travel across Maryland.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university.

Experience:  Five years experience as a professional trainer.  Two years of this experience must have involved the supervision of other employees. 

Notes: Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
