NOTE: While the position is full-time day-shift under day-to-day conditions, it is subject to an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) in accordance with the Consequence Management Operations Plan (CMOP) to attend to all emergencies on a statewide 24/7 basis.

Main Purpose of Job

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis.  The position also acts as a member of the Agency's leadership group, and attend to Duty Officer roles and responsibilities.

The Maryland Emergency Management Agency (MEMA) is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recover. MEMA works to ensure that all Marylanders are prepared, and to make Maryland more resilient. The Emerging Initiatives Branch is a critical part of MEMA's mission and the successful execution of the Agency's Center for Preparedness Excellence.

This position reports directly to the Director of Consequence Management.

This position is responsible for overseeing all grant funded/short term initiatives within the Maryland Emergency Management Agency. This position supports State and local efforts related to planning, training, exercises and communication. The position will also support Agency programs, projects, and activities related to the overall Agency mission, and may be tasked to support other related Agency programs, projects, and activities, as assigned by the Director of Consequence Management.

In order to fulfill these responsibilities, this position requires strong communication, managerial, supervisory, and leadership skills, as well as strong technical and presentation skills.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Management of MEMA staff working on special projects.  Each project will have a lead staff person and additional staff reporting to the lead.  The Emerging Initiatives Branch Manager is responsible for ensuring that all aspects of each project are in line with the project timelines and deliverables.  Responsible for monitoring grant monies spent on the project and ensuring all grant reports are completed in a timely manner.  Responsible for reporting on the status of all projects to the MEMA Senior Staff and other state and local jurisdictional stakeholders.
  • Emergency and disaster response and recovery operations as needed and/or assigned by Agency Executive Director, Directors, or SEOC Personnel.
  • Serve as a MEMA Duty Officer on a rotating basis.
  • Support the Agency's statewide activities.
  • Support Maryland's strategic goals and objectives for homeland security.
  • Support and participate in Consequence Management Directorate and overall Agency initiatives and programs.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience in Emergency Management or related field (Homeland Security, Public Health Preparedness, Law Enforcement, Business Continuity, Emergency Preparedness, Disaster Response, Disaster Recovery, Business Recovery, Cyber Security) and one year managing staff in any field.

Notes:

1. Additional experience in Emergency Management or related field may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Masters Degree
  • Five years of experience in Emergency Management or related field
  • Three years of experience managing staff in any field 
  • One year of experience developing and delivering training
  • One year of experience developing and facilitating/conducting EM exercises using Homeland Security Exercise and Evaluation Program (HSEEP) model

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
