Main Purpose of Job

This position is responsible for the management and operations of the Pretrial Release Services Program. This involves planning, organizing, coordinating and evaluating line operations. This position serves as the principal Deputy to the Executive Director, and functions as the Director in his or her absence. The position assists the Executive Director, ex officio, as requested or as necessary in administrative (staff) functions.

POSITION DUTIES

Plans organize and supervises the work of the Section Managers.

Makes decisions on staffing plans, workload distributions, and services Program operations.

Directly responsible for activities of Pretrial Release Services Program operations.

Participates in the development of Pretrial Release Services Program goals, objective, policies, procedures, and program.

Develops and implements rules, regulations, standards and controls for carrying out and completing work of the assigned sections.

Represents the Program in the Director’s absence or as assigned by the Director at various meetings and/or committees relating to issues affecting the Pretrial Release Services Program.

Maintains a continuous and viable working relationship with section management, supervisory and staff under his immediate authority.

Identifies and develops recommendations to strengthen and improve operational functions under his immediate authority.

Evaluates the performance of Section Managers and Unit Supervisors under his immediate authority.

Serves as the principal Deputy to the Program’s Director and functions as the Director in his absence.

Applies and ensures compliance by line staff assigned to his or her immediate authority with approved standard operating procedures.

Recommends to the Director, requests for new or revised policy decisions in support of Division goals for the effective operation of functions assigned to his/her immediate authority.

Holds staff consultations and meeting either private or in conjunction with involved supervisory personnel, to provide communication, direction and to receive suggestions or other comments.

Bears direct supervisory and managerial responsibility for section managers and line staff in those functions assigned to his direct authority.

Monitors the impact and results of management decision on sections and staff under their direct authority.

Regularly visits field sites to conduct and report on on-site observations of Activities to determine effectiveness of operation for which he is responsible.

Maintains responsibility for quality of service provided by those staff Assigned to their direct authority.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Five years experience in a criminal justice field performing administrative or professional work.

DESIRED OR PREFERRED QUALIFICATIONS

Experience working with a Pretrial Release Services Program.

Experience working as a supervisor in a professional setting.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
