Main Purpose of Job
The position serves as the Department's Finance Officer and assists the Chief Financial Officer (CFO) in all aspects of the accounting and budget management of the agency.
POSITION DUTIES
Oversees preparation of the agency's State and County budgets; generates and reviews monthly reports of financial activities, and propriety of charges made to agency's accounts; prepares financial reports and analyses as required by agency management, Department of Human Services (DHS) and County; oversees the management of the Payroll/Timekeeping Unit; resolves complex and contested State payroll/timekeeping issues and ascertain the fiscal impact of the resolution; reviews and approve reports, reconciliation, and transaction generated by the Unit. (e.g. WorkDay Reports); manages the unit's personnel including training, evaluations, discipline, and promotions, as appropriate; and performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor's degree from an accredited college or university in Accounting, Finance, Economics, Business Administration or a related filed.
Experience: Six years of experience performing professional fiscal, administrative and analysis of data, two years of which must have been in a supervisory capacity.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
Two years of experience adherence to the State of Maryland fiscal policies and procedures.
Two years of experience managing budgetary and financial accounting procedures, including budget preparation, accounts payable and receivable, and the implementation of financial policies.
