Main Purpose of Job
The main purpose of this position and how it relates to the mission of the agency. This position is located at the Maryland Military Department, Installation Directorate. Its purpose is to serve as Program Manager I directly engaged in a variety of work, related to providing performance analysis of State policies, programs, and procedures involving oversight of the joint federal/state joint spending plans with respect to capital and operating budgets. Provides expert programmatic and budgetary-advice to the Director of Installations, the Adjutant General, and state government agencies, such as Budget and Management (DBM), Department of General Services (DGS), and the federal government, such as United States Property and Fiscal Office (USPFO), National Guard Bureau (HGB), Department of Defense (DOD).
POSITION DUTIES
Supervises and plans the work of resource management staff.
Plans, directs, and monitors staff's execution of assigned duties and responsibilities.
Gathers statistical data and conducts studies.
Works constructively with state and federal partners to develop quality products and achieve requirements.
Organizes and presents DMIL/federal reports, fiscal notes, and joint spending plans.
Develops recommendations after analyzing budgets, policies, programs and management issues.
Reviews and approves purchase orders.
Serves as the Installations Directorate's cooperative agreement budgetary manager on federal/state joint spending plans.
Serves as primary point of contact for performing duties associated with state capital and budgetary operating processes.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university in accounting, finance or business.
Experience: Three years of experience in administrative or professional work. Two years of this experience should involve one or more of the following: the coordinating of policies and programmatic changes, applying rules and regulations, or exercising responsibility for review of capital program development.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. A Master's degree from an accredited college or university may be substituted for up to two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
