Maryland 529 (formerly College Savings Plans of Maryland) is an independent State Agency responsible for administering two IRC Section 529 College Savings Plans - the Maryland Prepaid College Trust and the Maryland College Investment Plan.  The Maryland Prepaid College Trust (MPCT) is a "defined benefit" type plan and the Maryland College Investment Plan (MCIP) is a "defined contribution" type plan.   Both of which are designed to provide ways for families to save for future college expenses and reduce reliance on future student loan debt.  In addition, the agency administers the State's 529A program for Achieving a Better Life Experience (ABLE) designed for Americans living with disabilities. This position directs and manages all operation and customer service functions of Maryland 529. The agency is overseen by an 11 member Board of Directors and the Executive Director.This is a Management Service classification and serves at the pleasure of the Appointing Authority

This position will direct and manage all operations and customer service functions of the three Maryland 529 programs. This position manages increasing segments of human resources with related internal communications and budgeting/finance duties. This position is responsible for protecting the integrity of the 529 programs.  Therefore, incumbent develops and recommends policies regarding ongoing management of the Prepaid Trust, such as workflow and procedures. The position also works collaboratively with the Executive Director and Director of Finance to prepare the Annual Report, including the Plan's disclosure statement, audited financial statements, and Management's Discussion. Overall, this position is responsible for managing the vision and direction of Maryland 529 in regards to operational administration, procurement, and for achieving departmental goals through the testing, hiring, training, evaluation, and management of staff personnel and resources within the Agency.

This position is responsible and accountable for the operational administration for the agency including the following job functions:     

Serve as the agency human resource manager and DBM Shared Services liaison in staff hiring, termination, disciplinary action, and reclassification recommendations.         

Manage overall operations and customer service functions.              

Serve as the agency’s EEO Manager, Americans with Disabilities Act (ADA) Coordinator, and Employee Assistance Program (EAP) Manager.                 

Serve as Systems Administrator for Maryland 529 systems including Banner and Freshdesk.  Serve as Agency Records Officer to maintain and enforce a comprehensive document management system and act as Liaison to the Records Management Division of the Department of General Services (DGS) and the State Archives.         

Serve as Training Coordinator for the on-line training system as Hub Administrator, Human Resources compliance classes, and as Agency Wellness Coordinator.         

Serve as liaison for Maryland 529 travel agency.         

Serve as Safety Manager for worker’s compensation request, compliance with the Occupational Safety and Health Administration (OSHA), and liaison between the agency and Injured Worker’s Insurance Fund (IWIF).        

Oversee procurement for the direction, coordination and compliance of all procurement activities for the agency and serve as backup support for procurement.

The position will also work with the Executive Director and Director of Finance to develop the organization's strategic goals including workflow improvements, and personnel policy improvements.


Education:  A Bachelor's Degree from an accredited college or university in Business Administration or Operational Management.

Experience: Five (5) years of experience in an administrative or professional work capacity.  Two years of this experience must have involved one or more of the following:  project management, quality assurance, supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.


1.  A Master’s Degree in Operations Management or related field may be substituted for two years of required administrative or professional experience.

2.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.


Two (2) years of experience with Maryland State government processes and systems (e.g. Workday); 

Two (2) years of experience in a supervisory role;

Experience establishing standards and protocols that measurably improve the quality of processes and customer satisfaction.

Excellent time management and organizational skills;

Strong interpersonal skills and ability to communicate and work effectively cross-functionally.

Experience in monitoring risk management policies and procedures to ensure that program and organizational risks are minimized.

Experience implementing technologies to improve workflows and business processes.
