Main Purpose of Job

This position serves as the State Program Manager while planning, organizing and directing all assets of the mechanical, electrical, structural and ground maintenance activities necessary for the operations, maintenance and repairs of the entire physical and facilities of the Maryland Air National Guard at Warfield ANG Base, Martin State Airport. Engages in other various duties related to providing oversight and application of National Guard Bureau Master Cooperative Agreement and implementation of state/federal joint spending plans. Provides exceptional customer service to our Federal Partners while maintaining State and Federal compliance.

POSITION DUTIES

Provides input to budgetary requirements for annual, short-term and long-term needs.

Establishes, implements and oversees control procedures for the use of state funds and reimbursement of federal funds and ensures cooperative agreement compliance for the program.

Organizes, schedules and coordinates assigned duties to all staff for the maintenance and repairs of all facilities located on Warfield ANG Base.

Oversees and reviews completed work orders and ensures the status of each completed work orders and ensures the status of each completed work order is processed through the Air Force IEMS system.

Ensures all completed work complies with Air Force, National Guard Bureau and state instructions and regulations.

Ensures manning levels and salary caps.

Provides reports to Chief of Staff.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SPECIAL REQUIREMENTS

This position requires a Common Access Card for the Federal computer system.  Applicant must pass a Federal background.
