Main Purpose of Job

This position is responsible for development and implementation of Medicaid coverage and reimbursement policy for nursing facility services. The position projects Program expenditures and manages reimbursement policy and parameters consistent with State budget appropriations of approximately $1.3 billion annually. This position is responsible for development of policies, provider transmittals, regulations, budgets, and State Plan Amendments for nursing facility services. This position oversees Nursing Facility Quality Assessment and pay-for-performance. It also evaluates and develops Medicaid policy for special hospitals (adult chronic and special pediatric) and residential treatment centers (rate-setting and provider enrollment). The position also supervises the contract monitor and provides program, policy, and administrative direction to the Department's Utilization Control Agent (UCA) in its activities related to medical eligibility for institutional long term care and hospital/acute care, home and community-based waiver services, and preauthorization for medical supplies and equipment.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and 6 years of professional experience in health care policy, public health, health care administration or closely related field, including 2 years of experience at a supervisory or managerial level.

A Master's degree will substitute for 2 years of experience in health care policy, public health, health care administration or related field.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will have experience in managing large budgets, fiscal analysis, and extensive knowledge of the nursing facility industry.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
