Main Purpose of Job

The Program Manager will develop, implement and manage a comprehensive Contract Management Unit/system for all Department contracts including Somatic Health, Behavioral Health, Youth Services, Programming, Maintenance, Information Technology, Per Diem and Administrative contracts, to ensure vendor scope and fiscal compliance. This position will serve as Department FMIS Functional Coordinator and will be responsible for maintaining records, initiating and terminating, and providing technical assistance to FMIS users.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in contract tracking and budget preparation, presentation and execution including two years of experience managing 2 or more employees.

Notes:

1. Candidates may substitute additional experience as defined above on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience..

DESIRED OR PREFERRED QUALIFICATIONS

1. At least three (3) years or more managing a team of more than two people.
2. At least three (3) or more years of management level experience performing expenditure or budget projections at either agency or finite contract level.
3. Advanced level of knowledge in Access and Excel.
4. Has intermediate experience with FMIS (ADPICS and RSTARS) or other similar accounting system.
5. Has experience with procurement and contract tracking to ensure continuity of services.
