Introduction

The Department of Information Technology was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

Striving to provide the highest level of customer service to its internal and external customers, the Department of Information Technology supports Maryland’s agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross agency collaboration and advocating best practices for operations and project management.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Department of Information Technology (DoIT) provides vital technology solutions that allow the Executive Branch, State Agencies and Coordinating Offices to provide Marylanders with services that enable them to live and work more safely, efficiently and productively.

The Geospatial Services Team is one of the teams responsible for applying and safeguarding the state's most valuable asset, data, for the purpose of improving government efficiencies, reducing government costs and lowering risk of Executive Branch, State Agencies and Coordinating Offices, to better serve the citizens of Maryland.

This position:

Supervises and manages the staff responsible for the administration and performance of geospatial systems and analysis,

Develops and ensures adherence of established policies, procedures, and standards used to maintain optimal performance of the managed geospatial systems,

Oversees solutions development and operations in support of the mission of the department and its customers,

Fosters outreach and serves as a subject matter expert, regarding GIS technology, within the department, as well as a representative of the department at meeting and conferences nationwide.

MINIMUM QUALIFICATIONS

Education:  Bachelor's Degree in Geography, Geographic Information Systems (GIS) or other related field at an accredited four-year college or university.

Experience:

Five (5) years of professional experience in the GIS field

Five (5) years of experience in Esri ArcGIS Desktop 10.5 or greater

Five (5) years of experience using Esri ArcGIS Online

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate Will Have:

Experience managing budgets greater than $500,000.

Familiarity with open source geospatial products (e.g. QGIS, PostgreSQL).

Familiarity with GIS related ETL tools (e.g. Safe Software FME).

Familiarity with open data products and solutions (e.g. Socrata, Esri).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Certified GISP Professional (GISP)
